Is the API down, I am trying this sample request from the documentation http://api.onebusaway.org/api/where/vehicles-for-agency/1.xml?key=TEST and I et an 403 error?

Which documentation were you looking at?

That's an old URL prior to OneBusAway being deployed in multiple regions. For Puget Sound, use this URL instead:

https://api.pugetsound.onebusaway.org/api/where/vehicles-for-agency/1.xml?key=TEST

Other regional URLs are visible in the Regions API response:

https://regions.onebusaway.org/regions-v3.json

You'll need to request API keys from each region - for more info see:

https://github.com/OneBusAway/onebusaway/wiki/Multi-Region

Thank you for your quick reply.

I see in your documentation there's an available endpoint for GTFS-rt. The trip ids that are returned in the pb by the api (https://api.pugetsound.onebusaway.org/api/gtfs_realtime/vehicle-positions-for-agency/40.pb) do not match the trip ids found the static GTFS (http://developer.onebusaway.org/tmp/sound/gtfs/modified/40_gtfs.zip available on sound's transit's developer page).

Is there any way to match real time with static data?

Thank you for this question.  The data that is on developer.onebusaway.org is no longer being updated.  Those URL's have been updated to locations following Sound Transit's migration to a cloud hosted instance of OneBusAway.  The new URL's are in the process of being updated by our web team, but I will provide them here.
