UTF-8 and OBA

Hi folks - I just opened a PR against oba-app-modules that explicitly sets the character encoding of onebusaway-api-webapp's XML output to UTF-8. The JSON output was already assumed to be UTF-8 per RFC 8259, which formally defined JSON.

I cannot imagine that this would break anyone’s code in this year of 2024, but I wanted to give you all a head’s up in advance, anyway. Please let me know if you have any concerns.
