This URL points to an empty file.

Any clues on what's going on?

I'm sorry, let me correct myself.

Agency 99 was Go Transit/JBLM. They are currently unable to maintain
their GTFS and have been removed from the portal. Can you show me
where you found that link and I'll update that page.

I think I got that link from Sound Transit as well.
