七十年代初，香港在英國殖民統治下，貪污猖獗。大部分香港警務處都與三合會合作。身為貪污帝國之王的中國刑警立翠（吳國棟飾）勾結黑道老大何瘸子（梁家輝飾），十年間行賄近百億。

陳漢克律師（古天樂飾）鄙視這種非法收受利益的行為。他認為，如果普通民眾買不起黑錢，這將剝奪他們爭取自己權利的機會。當漢克遇到從英國回來的老朋友納什·帕克（林家棟飾）時，他的運氣來了。納什欽佩漢克的廉正，因此邀請他加入廉政公署（ICAC），這是一個直接向香港總督負責的反貪組織。漢克和納什選拔了精英團隊，組成了第一批廉政公署調查人員，嚴厲打擊了香港的地下法律。
