On behalf of the California Solar Initiative's 5% Meter Certification
Working Group, I am contacting you with a request to review our proposed
5% Accuracy Certification Requirements and Testing Procedures for
Inverter-Integrated Meters. This effort was undertaken at the direction
of the California Public Utilities Commission to ensure the accuracy of
this category of meters in the absence of standards for these devices.


Please see the attached letter and table that describes this effort and
provides details on the specific tests the Working Group is proposing.
The proposed requirements make reference to ANSI/NEMA C12.1-2001, IEEE
1547, UL 1741, FCC Part 15 and Sandia/CEC Inverter Performance Test
Procedures.

Jim, I see no issues with the changes except the fact that there are
requirements still being worked out. Once the final version is complete
I can see if any questions come up. We should be able to test to the new
updated standard right away. We have the EMC capabilities in several
labs already and inverter testing to UL 1741 can happen in out Cortland
lb for inverters up to 100kW. We also have the capacity to test at
client's site. The added testing per ANSI C12.1 is not an issue. Any of
our labs should be able to handle.
It would be ideal to have one of our test engineers present during the
test run so we iron out issues that only come up at the time of testing.

Tony,

Thank you very much for looking over these requirements. Are there
specific tests on which you have questions or comments? Once we get a
final version, how long would it take Intertek to get ready to conduct
the testing? What would you need from us to prepare?

Also, we have proposed looking for a NRTL and an inverter meter
manufacturer to do a "dry run" of the tests to iron out any issues and
establish a baseline of how the tests should be conducted and what
constitutes a "pass/fail". Do you have any suggestions for the group on
this? Would Intertek be interested in participating?

On behalf of the California Solar Initiative's 5% Meter Certification
Working Group, I am contacting you with a request to review our proposed
5% Accuracy Certification Requirements and Testing Procedures for
Inverter-Integrated Meters. This effort was undertaken at the direction
of the California Public Utilities Commission to ensure the accuracy of
this category of meters in the absence of standards for these devices.

Please see the attached letter and table that describes this effort and
provides details on the specific tests the Working Group is proposing.
The proposed requirements make reference to ANSI/NEMA C12.1-2001, IEEE
1547, UL 1741, FCC Part 15 and Sandia/CEC Inverter Performance Test
Procedures.

Jim and Bill,

I don't see copyright and intellectual property issues the way Jim has
described their projected use of 1547 series of standards - but Bill is
the voice for the IEEE, not me.

In the table sent, there is only IEEE Std 1547 identified, but some of
those citations/references are actually to IEEE Std 1547.1.

Chuck Whitaker was involved in P1547.1 development so I'm sure he can
help sort out the details between 1547 and 1547.1.
