On behalf of the California Solar Initiative's 5% Meter Certification Working Group, I am contacting you with a request to review our proposed 5% Accuracy Certification Requirements and Testing Procedures for Inverter-Integrated Meters.  This effort was undertaken at the direction of the California Public Utilities Commission to ensure the accuracy of this category of meters in the absence of standards for these devices.

Please see the attached letter and table that describes this effort and provides details on the specific tests the Working Group is proposing.  The proposed requirements make reference to ANSI/NEMA C12.1-2001, IEEE 1547, UL 1741, FCC Part 15 and Sandia/CEC Inverter Performance Test Procedures.

Thank you very much for looking over these requirements.  Are there specific tests on which you have questions or comments?  Once we get a final version, how long would it take Intertek to get ready to conduct the testing?  What would you need from us to prepare?
 
Also, we have proposed looking for a NRTL and an inverter meter manufacturer to do a "dry run" of the tests to iron out any issues and establish a baseline of how the tests should be conducted and what constitutes a "pass/fail".  Do you have any suggestions for the group on this?  Would Intertek be interested in participating?

Thanks very much for giving us the opportunity to comment on the proposed 5% Accuracy Certification Requirements. Unfortunately, I do not have details of the background and discussions which form the basis of this proposal. It is obvious a lot of work and thought went into this.
 
Couple of general comments:
 
1. If the objective is to make sure (with a reasonable amount of certainty) that the meter is accurate to within 5%, are the tolerances in various tests coordinated in such a way that if two conditions can exist simultaneously, the accuracy will still remain within the limits?
 
2. The reference is made to UL 1741 and CEC Sandia Testing Protocol in some tests. It should be noted that UL 1741 testing is completely separate from the CEC testing. e.g. voltage and frequency variation tests and CEC power levels do not happen at the same time.
 
I have added my other comments in the attached document.
 
Please advise if more information is required.
