Revised Plan

All,
I've incorporated Roger's and Marv's comments and made some revisions to the plan. I did not include Charlie's changes to the Appendix because these suggestions require further discussion by the group. In the plan, I've allowed for 3 months to refine the test procedures. I believe this is a more appropriate opportunity to discuss such changes.

Please review and provide any comments no later than noon on Thursday, March 27th. I will be filing an advice letter with the CPUC on Friday, March 28th that includes this plan as an attachment. Please pay particular attention to the proposed schedule and to the proposed roles for the CEC and CPUC with respect to standards adoption.
