Control packet vs. data packet?

Hello.
I have a simple question?
what is the difference between control packet and data packet? are rreq and rrep data packets in AODV?

AODV is reactive routing method. That means path to transfer data is established on request. rrep (route reply) and rreq (route request) are messages used to establish path. Check this simple example http://www.freaklabs.org/index.php/Blog/Zigbee/zigbee-mesh-routing-interactive-tutorial.html

In a paper, the author says that using data packets and control packets in aodv protocol he computes the forwarding rate of each node. does it mean that for evey message, including rreq and rrep , this rate is calculated? or he means other messages?
