tictoc: question about destination (two lines)

Hi everybody,
i can't undestrand these two lines in the code.

int dest = intuniform(0,n-2);
if (dest>=src) dest++;

FIRST LINE

If n is the size of the node's vectors (we have 6 nodes), why do i extract dest from 0 to 4 ? how is it possible to extract the node 5 in this way?

SECOND LINE
Why this condition???
