Broadcasting of Messages to a specific vehicle in Veins

I am working on the implementation of the following scenario using sumo  OMNET++ & VEINS simulators.

1. RSU will broadcast WSA (Wave Service Advertisement) Beacon once per second. to a specific vehicle.
2. that specific vehicle would store these WSAs.                                           
   

 Issues regarding implementation:

   1. when i broadcast message it is received by all vehicles so how can i send message to a specific vehicle

    2. how can that message be stored by vehicle
