INET-framework: TCP advertised window grows above the parameter value

There is something weird with the advertised window in TCP:

Take the arptest2 example and add these two lines to its omnetpp.ini

**.tcp.advertisedWindow = 7000
**.vector-recording = true

The output vector shows an advertised window that grows to 330000 and
tcp dump shows "win" values around 65535.
