error connect socket: "ICMP error received: type=13 code=3"

ocurrs the error when try connect the socket:

"ICMP error received: type=13 code=3 about packet 145.236.0.1:1026 > 145.236.0.3:1039  No socket on that local port, ignoring ICMP error"

This error occurs because not find port, I configure destPort:  

socket.connect(IPvXAddress(ipDestino.c_char()),destPort);

but not work, how do I know the correct port to connect the socket?

Gisase, I may be wrong (I don't work with Inet), but did you started the server?
