INET: specifying bandwidth per connection

Hello,

i would like to as part of a BitTorrent simulation be able to specify
a bandwidth limitation (up and down) for each tcp/ip connection from
one node to another.

Is this possible with INET? If so, can you give me some hint on where
i can find more about this?
