How to send a message to the RSU when the nodes are moving

Hello, I'm working on a project that requires me to send periodic messages to the RSU. In the existing example under veins, the message is only scheduled when an accident occurs and I am trying to change the TraCI mobility code but i dont know what to do. please help

I might be wrong but i think that when "setSpeed(0)" a communication is established, I am not able to find the "setSpeed()" in the program. If anyone knows kindly tell, it would be of great help.

How I can send messages in case of accident only two cars entering the car accident area, meaning only to cars closer to car breakdown. What is the function in omnet that I can use.

Help me, if you have an answer.
