Be able to assign users to certain collections

Hi,

I'm new to the list.

I reviewed the list and the forum and found several topics with people with a similar requested feature: Be able to define several collections, and assign access on those collections for specific users.
I read that this can be done by a plugin, by defining Zend ACLs.

Have anyone tried that? is there a plugin that I was not able to find?
Is that a plugin that omeka team can implement (with the right funds provided)?
