Linear voltage regulators...

I have a linear voltage regulator KY5033 http://www.ti.com/lit/ds/symlink/lp2951.pdf
that is putting out 11.73v dc with an input voltage of 12.25v and i have no idea why.

any insight?

In a word, dropout. A regulator like this can't output the same voltage it receives as input. I checked the data sheet and it indicates 380mv at 100ma (and presumably more at higher loads and/or temperature ).

As for solutions, I'm not really sure. Increase input voltage somehow?

In a better word: broken.

The KY5033 is a fixed 3.3 volt regulator in a TO-92 package (3 pin
"transistor" package).

Try another one, and wear a grounding strap.

How do you guys protect components from ESD when you're building out on a proto board?

I hooked another one up to a 12v source and my multimeter and it was also outputting similar voltages.

Am i really killing these things?

Linear regulators shouldn't be THAT crazy esd sensitive, should they? Where's Encyclopedia Knaack when you need him?

From experience, is it possible you misread the to-92 orientation and got it backwards the first time? You can run dmm on diode mode to get the right direction if you are unsure.

tested it in diode mode on my dmm and i had the correct orientation :-/
