Flourescent in dirty room

I noticed we have a non functioning fluorescent in the back room.   Is it just in need of tubes or are there ballast issues?

Just a tube I think, one of them migrated to a higher priority fixture.

I believe we have one bulb for it, and just lack a second.  8' tube.

It's in need of one 8-foot single-pin tube.  I think T12 but forgot to measure, so it might be T8.  The ballast and remaining tube are just fine, but those tubes appear to be wired in series and I scavenged one for the fixture above the CNC mill and high table, so it's open circuit.
