Timestamp server used in code_signing.py is no longer available

I'm building on Windows 10 using a version of https://github.com/google/omaha that was forked sometime in 2019.  The timestamp server used in the code is no longer available.
The value used is http://timestamp.verisign.com/scripts/timestamp.dll.
I saw some code that suggests I can override it by setting an environment variable called TIMESTAMP_SERVER.  However this doesn't not seem to work.  The environment variable is ignored.

I must be hitting a path that doesn't check for the environment variable override.

Any suggestions other than editing the code?
