Every spring, the Charles Village Community Benefits District Management Authority (“CVCBD”) presents its annual financial plan and Program Services for the coming year to the Charles Village community in late March. As you know, property owners within the CVCBD boundaries pay a sur-tax on their property to the City which directs the payments to the CVCBD to provide for supplemental Sanitation, Safety, amenities in public areas including park and recreational programs and functions, and other services as requested by the CVCBD Board. The sur-tax is dependent upon the value of your property and the sur-tax rate (currently 12 cents/per $100 dollars of assessed property value) as proposed by the CVCBD Board of Directors and approved by Baltimore City’s Board of Estimates.

In order to help craft the financial plan annually, the CVCBD needs to understand the mix of services to be provided each year. To do this, the Program Committee of the CVCBD makes recommendations to Board for the Program Services mix. The CVCA is asking for your specific input with respect to the Program Services the CVCBD will provide to the Community. The Program Services provided by the CVCBD must be representative of the Mission of the CVCBD as noted in the Legislation which governs the CVCBD: http://www.baltimorecity.gov/Portals/0/Charter%20and%20Codes/Code/Art%2014%20-%20SpeclBenefits.pdf See sections 6-3, 6-4, and 6-5 of the CVCBD enabling legislation. As a reminder the CVCBD's Mission, according to the City Ordinance is as follows: " . . . . to promote and market the District, provide supplemental security and maintenance services, provide amenities in public areas, provide park and recreational programs and functions, and after its establishment, other services and functions as requested by the Authority and approved by an ordinance of the Mayor and City Council."

The present objective is to identify the best complement of services the CVCBD can provide in the 2014 fiscal year, starting July 1, 2013. It is important to focus on an achievable set of services that fall within the legislated CVCBD scope. Please keep in mind and consider: a) the scope of services CVCBD is to provide to the community; b) CVCBD successes and challenges to meeting objectives; and c) and the evolving needs of the community to help the CVCBD prioritize services as it commits to service improvements.

When giving your input for ideas for the coming fiscal year, it is helpful to include with the program description a list of resources envisioned for providing the service (e.g. staffing, supplies, capital investments, subcontracts, and third party material and service donations), the intended outcome for the community, possible funding sources, and an indication of priority.

Program services can be contingent on securing associated donations and grant funding. This may be the best avenue for program improvements that we have not previously been able to afford. It is important to consider funding sources and what services benefactors are willing to fund or to donate in shaping all aspects of the program plan. Other ideas for Program Services may be provided without a funding resource like brain or manpower services for example. Think creatively.

Your input will be passed along to the CVCBD's Program Committee which meets monthly. Remember, Program Committee meetings are public - as are all CVCBD meetings. Dates for CVCBD committee and board meetings are posted on the CVCBD's calendar (www.charlesvillage.org) - all are welcome to attend these meetings. Your input will help shape a DRAFT FY14 Program Plan for submission to the CVCBD Board.

If you are a CVCA member, your CVCA representatives to the CVCBD Board are Jennifer Erickson (me) and John Henderson. If you are not a CVCA member - or OGCA, Harwood, AIA, NCVBA, OGBA, or Waverly Main Street member - you are represented by one of four At Large Quadrant members as well as both Charles Village-area City Council members: Councilwoman MaryPat Clarke and Councilman Carl Stokes who are both on the CVCBD Board, too. 'Quad' members are voted on by those in the particular Quad section at a public CVCBD meeting held annually in October. Quad-elect members as of January 1, 2013 are: Sandra Coles - Quad 1; Frank Richardson - Quad 2; Matt Herman - Quad 3; and Kirsch Jones- Quad 4. The CVCA is asking for your Program Services ideas/comments no later than March 1 - earlier if you would please. Please e-mail your specific Program Services ideas to Membe...@charlesvillage.net which will be submitted to the CVCBD Program Committee Chair for review/discussion.
