The MOR/MBIA report considers ZONING to be essentially the only tool
suitable for the identification and protection of agricultural land in
Missoula County.
Mention AGRICULTURAL ZONING to many landowners and their reaction is
immediately one of opposition and indignation as they feel strongly
that ZONING severely interferes with their perceived individual
property rights.
As a result of this widespread feeling, although perhaps applicable
in isolated instances, the probability that ZONING will become the
most important tool in the protection of agricultural land in Missoula
County appears very slight.
