Mitigation/Incentive Principles

We all received the following suggestion from Karen yesterday:

"After our meeting yesterday and after visiting with Pat, it appears
that the subcommittee's choice to identify principles associated with
mitigation is a good one; however, you should add the task of
identifying principles associated with incentives as well. After the
subcommittee's work goes to the full OLC, and after an OLC
recommendation to the County Commissioners, the Commissioners can then
determine if they would like OLC to develop actual specific language
for mitigation/incentive measures in addition to the recommended
principles."

Here are my thoughts on this matter as I responded to Karen:

"The suggestion that the Coordination Sub-committee also include a
principles statement in regard to incentives as well as for mitigation
sounds OK. But should they really be two separate statements? Since
both consider principles involved in the preservation of agricultural
land, it may make sense to combine them in one package. Carolyn is
undertaking the task of drafting a mitigation principles statement.
When we have that in hand,it may become more apparent if the
combination approach is possible."

We could then use the "Mitigation Principles" document drafted by
Carolyn to see if the language could be generalized to include
incentives or if two stand alone documents would make more sense.
What do you think?

I think it is a great idea to have a single principles document.  I understood from the meeting that you planned on addressing mitigation and not incentives in the principles document, so I think the approach of addressing both works well.  Also, I just wanted to make it clear that part of what Pat was telling me is that the priniciples should be reviewed by OLC and then the Commissioners before delving into details.
