TheNational Council for Educational Research and Training (NCERT) is looking into the allegations of saffronisation of schooltextbooksby the BJP government in Karnataka. Acting on complaints received from the state,NCERTChief Parvin Sinclair has written to the secretary of school education in the Human Resource Development Ministry and sought an explanation from the head of the textbook-making authority - Directorate of State Education, Research and Training (DSERT) - in Karnataka. The council is hoping to hear from DSERT director H.S. Ramarao by Wednesday.
The books in question are the recently reviewed social science textbooks for classes V and VIII. According to a complaint (dated November 7) received by the NCERT, they present a version of history that has a strong saffron slant. The state has undertaken a review of its school textbooks after 15 years and the revised social science books were brought out in July this year.
In the Class VIII book, a chapter titled 'Punyakoti' allegedly gives the impression that cow slaughter was forbidden in the early Vedic period, though there is evidence to the contrary. In another instance, the Class V textbook has many sentences that suggest that the Vedic and Harappan civilisations were the same, which is being seen as a right-wing attempt to establish Aryans as natives. The matter has been brought to NCERT's notice at a time when its textbooks have been at the receiving end of a lot of criticism, especially over the cartoon controversy. "It's interesting to see that there are states that have been accusing our books of being partisan, but their own house is not in order," said an NCERT official.
According to Krishna Kumar, former head of the Council, provincial or state textbooks have always received little attention from local politicians as opposed to what is given to the NCERT textbooks, which are actually an outcome of a "serious scholarly process". NCERT officials said the Karnataka books also fall short on the tall claims of being based on the National Curriculum Framework (NCF) 2005.
"From a preliminary look at the Class VIII book, one can tell that pedagogically it does not follow the NCF. Moreover, they (Karnataka Textbook Society under DSERT) haven't taken the help of a single NCERT resource person or an academic from our regional centre in Mysore," added an official.
