PIP failed for Open-Knesset/requirements.txt

I getting fatal error upon installing Open-Knesset requirements.txt

The problem is on line 26 

-e git://github.com/openid/python-openid.git#egg=python-openid 

  Updating ./oknesset/src/python-openid clone

github.com[0: 192.30.252.128]: errno=Connection refused

fatal: unable to connect a socket (Connection refused)

  Complete output from command /usr/bin/git fetch -q:

any ideas??

You may have problems accessing the git protocol from your network, try replacing with git:// with https://.
