existing resource group creation failed in azure cloud

Team,

WE are building the OKD cluster through AZURE customization on azure public cloud, so after creating install.config.yaml file, we modified the existing resource group name in install.config.yaml file & apply the same.

its got failed with error saying that "resource group creation failed"

so our question is after defining the existing resource group name --> why its creating new resource group.
