You seem to be asking a question about the cost of OKD. There is no associated cost to run the OKD as it is strictly a community edition. When you ask about free-tier use, you might be thinking of the downstream Red Hat OpenShift which does include a free-tier of sorts (a trial-period for installations of 60 days) . 

OKD 4 is the community version of OpenShift 4. With OKD 4 you get Fedora CoreOS for the OS, and all components use "upstream" builds. OKD is free as freedom and as in beer - use as you like in whatever environment you wish without cost. Unless your cluster release image came from the okd tag, it isn't OKD.

OKD is open source software released under Apache 2.0 License https://github.com/openshift/okd/blob/master/LICENSE.
I would recommend starting from the OKD documentation website. The current stable version is 4.8.0: https://docs.okd.io/4.8/welcome/index.html
