A Master Plan is an organizational planning document that draws from public engagement as well as a thorough assessment of the operational environment to frame resource allocation decisions. Organizations of all types utilize these documents to proactively guide decision-makers and to develop effective strategies to address challenges related to sustainability, funding, and resource allocation.
Over a three-month process, a series of public outreach, digital engagement and a statistically-valid community survey will help refine and prioritize strategies. Once broad focus areas are confirmed, the associated strategies to achieve them must be developed and prioritized based on available funding and other criteria
The process will result in a five-year strategic plan for the department, framed by measurable goals and objectives. It starts with the development of a Standards of Cover (SOC) document, which assesses the risks the community faces and outlines potential mitigation and response strategies. The SOC creates shared understanding of both the current and possible future state. It, along with feedback from the community and area-specific consultant work, will then inform the Master Plan. This plan will serve as a guiding document as the city makes funding and resource decisions. Public engagement is critical during the development of this plan to ensure that BFR is meeting the needs of the residents and visitors of Boulder, both now and in the future.
The fire department performs updates to its Master Plan every five years. This interval ensures that we stay current with environmental changes in the community and that our services are aligned with other city priorities. While the master plan also identifies issues beyond the five-year horizon, the current interval ensures that the majority of the plan remains realistic to achieve.
The master plan focuses on setting the medium and long-term direction of the fire department based on several inputs. A few of these include community expectations, patterns in the demand for services, regulatory and industry changes, fiscal limitations, and internal stakeholder feedback. During this update, the fire department is particularly interested in re-examining its role in emergency medical services (EMS) and how to respond to an increase in call volume
The plan is reviewed on an ongoing basis during the assembly of the document, which ultimately leads to acceptance by City Council. The master plan scope is authorized by the executive master plan team, which consists of executive leaders in the city. This team guides the work of the various staff groups assigned to conduct the bulk of the work. Throughout the process, the department communicates updates to City Council in writing and in person to ensure that the plan meets the intent of these stakeholders. Finally, the City Council will accept the document, which is currently expected to occur in early 2019.
The fire master plan will be a component of the planning framework outlined in the Community Sustainability Framework found in the Boulder Valley Comprehensive Plan (BVCP). The BVCP is a master planning document that guides all planning efforts in the BVCP planning area and is approved by the City of Boulder and Boulder County. This approach ensures that planning efforts are coordinated to achieve optimal outcomes focused on the seven strategic areas of this planning framework. These are Safety and Community Well-Being, Community Character, Mobility, Energy, Natural Environment, Economic Vitality, and Good Governance. To achieve these goals, the fire master plan primarily links with the BVCP and the City of Boulder Capital Improvement Plan (CIP).

The former method of using full-disk encryption would leave a small separate non-encrypted /boot/ partition where the kernel and initramfs would live, which would be used to prompt for your LUKS passphrase to later unlock the root partition. (Failed passphrases would re-prompt you a few more times before aborting.)
If you enter an invalid passphrase during boot and end up at the GRUB rescue shell, try cryptomount -a to mount all (hopefully only one) encrypted partitions or use cryptomount -u $crypto_uuid to mount a specific one. Then proceed with insmod normal and normal as usual.
So I slowly progressed through the cave and sneakily killed everybody in there and finally reached the last part where you have to go up the slope and see 3 necromancers sitting in front of some sort of sacrificial table. I killed them all and walked over to where the quest marker was, and it was pointing on the ground on the left of the sacrificial table. Yes ON the ground. As if there was supposed to be an item there. No master vampire.
I walked over to the left and saw the cell with the ashes of a Dark Elf and Redguard inside. The ashes of Larina were also a few feet beside quest marker on the floor. I combed the entire area but can't find anything I'm supposed to do.
I tried reloading a previous save and do everything again but it was the same. Now I can't complete this quest. I would very much like to complete this quest on my own than use console commands to complete it manually. Thanks.
I had the same problem on Xbox360, the quest was titled Rescue and the objective was to kill the master vampire but the arrow just pointed over an empty bedroll. I've tried clearing out the cave mulitple times but each time it's just filled with bandits and there is no one to rescue and no master vampire. Has anyone been able to figure out how to solve this?
You'll probably just have to reload a save from before you received the quest. You could try to wait for the cave to respawn, but it probably would be the same. The best way is to get another quest, or get the same one anew to see if it actually works.
Might be a bit late with this reply, but i think i found a way to fix this if you reload to a previous save, the person who is calling for help is supposed to be the one who get's captured, by talking to them, you are technically "releasing them from there bonds/saving them" which automatically triggers the quest which Florentius is supposed to give you making it so the quest breaks and doesn't spawn the vampire and also breaks the way you usually receive the quest (asking Florentius), BUT by reloading to a previous save where the quest hasn't started yet you can go ahead and travel to Florentius and asking him for the quest, which puts the correct version of the quest into your journal allowing you to complete it. RIP to all the poor souls who haven't saved in a while and get this quest broken because the only way to fix this on the consoles is to do what i just said.
Unfortunately Dawnguard quests seem to have a tendency to not load correctly and load in the vampires and such. If it's not loading right then you could try using commands: setstage DLC1RH06 100
I am having a problem on switch(happened 3 times now)where i can kill the master vampire but the person to be rescued is not there,i come to find if you search for them in the place they would normally be you will find them there,they go through the same line as if you were in a cave,oh thanks forsaving me,hope this helps some ppl
