How to consistently handle encoding of InlineCodeFinder content...

Ideas? This is broken in the YAML filter, but may be broken in other filters. I want to handle this in a consistent way. For example, how is this handled in the MarkDown filter etc..

Please comment on ticket. Minimally I want to:

1. Fix the YAML filter.
2. Support parent format encoding.
