1.48.0 maven artifact release...

I am contemplating doing the partial release fairly soon, probably after Christmas. We have to do a code freeze, so if you have any changes you would like to get in this release, you should do them before then.

I will be doing some private testing as well before the release. I encourage everyone to do the same if they have any time.

On Windows I get a test failure in ParametersTest.customValuesNotWrittenAsString:

I think a solution in the scope of merge request #959 should address the finding.
