okapi 1.48.0 artifacts are published!!

Thanks for all the help - finally cobbled together a proper tag for 1.48.0 - release is basically automated except for the login for manual publish. We should also have 1.49.0-SNAPSHOT artifacts published by our nighlty pipleline.

I will update the instructions so there is less confusion for the next release. Hopefully we can have more frequent releases going forward.

Note this was a full release so all the binaries are updated as well.

Can someone send out the normal announcements to okapi-users?
