Deprecation tags in code for XLIFF-based merge...

In order to slowly move people to adopt the JSONL serialization I would like to add deprecation tags to the XLIFF_12 extraction and merge code. This will include instructions to use the equivalent JSONL code.

There are filters (namely XLIFF 2) that currently only fully work with the JSONL extraction format. Main issue is that XLIFF_12 doesn't have a means to store TEXTPART metadata  (there is no tag to mark this). There are probably other filters that will rely on JSONL metadata not supported in XLIFF_12.

Having the deprecation tag doesn't mean will will not support XLIFF_12 - only that the recommendation is to use the more powerful and descriptive JSONL.
