If citizen journalists can't get to the areas to report on, what good is
oilreporter? This situation needs to be addressed immediately as it
will negate all efforts for hyperlocal citizen journalisms

The Oil Reporter is really designed for response organizations who are
trained and are allowed in the area. Ideally that is what we would
like to see as response organizations could really use the shared
data. However the app is freely available for anyone to use. Today in
places where there is no oil, people can freely take pictures before
the fact which would be super helpful for before/after - also to test
out the app.

Also, it's worth noting that even if the Top Kill works and they plug the well, tarballs and oil will be appearing on beaches for months, if not years, including ones that are more accessible.
