I have never seen anything like this but I know there are collectors out there more knowledgeable than I. I do know the 71st OVI however as I wrote their Regimental history.
They were at the Elk River Bridge in the spring/summer of 1864.
The OR shows that Israel Clingham has just enlisted in Company C. of the 71st on March 8,1864 (the very day on the Diploma.)
Joshua L. Babb was promoted to Captain on Company C. on April 2, 1864
Eliah A. Widener was promoted to 1st Lt. of Company C. on April 2, 1864 (killed at Nashville later that year)
If I had to guess, I would say that this was a gift or remembrance that was presented to Israel by a family member or a GAR group long after the war. But, that is only a guess.
