Hi Admins, Observers, and Examiners,

I hope this email finds all of you well. Thanks for all your service and professionalism regarding free-flight, and helping and sharing information to keep our membership safe and focused on best practices. 

The Training and Certification Committee PG Division is in the process of re-developing the Examiner/Observer Program. The goal is to make sure that this program is used as it was designed to. We wanted to clarify the Observers role, and that the depth of understanding of the Observer is at a high level of technical understanding. The reason for this is that Observers can administer tests for pilots to be certified. These tests are an important criteria for Observers to evaluate on whether a pilot has the appropriate skills and knowledge to certify to the proposed level. Understanding the technical content of the tests and the application of the technical knowledge is indispensable for knowledge sharing between the observed pilot and Observer.  

Since there needs to be a high level of expertise by the Observer, we will be asking Instructor Administrators to appoint the Observers and work closely with the Administrators as needed for any problems/ issues that may come up. This allows the Observers to have a strong relationship with the Admin and Instructor pool if a pilot needs more training and coaching for skill and technical development to reach the higher rating.

Please read and look over the document and send any thoughts or concerns to this email, and I will share with the T&C Committee. I appreciate everyone's consideration for this proposed program. 

The HG T&C Committee is looking over the process as well, and we will be implementing the changes together when that Committee is ready.

How often is an instructor present when you go flying? Why would they want to have observers? I'm sure they would rather somebody have to pay for a lesson to get their skills signed off, even though there are a lot of highly skilled advanced pilots that could observe the skills of someone less advanced like me.  I think this is a terrible development.  As if we needed to decrease the willingness of people to fly hang gliders even further.
