Opal and Offline-first Principles

Dear Opal Members

I am new to Opal and programming in general. Against that background, i have two questions. Is it possible to to set up Opal as a ready-made system for Practice Management without much programming background (i am currently learning both python and django? Is it possible to make it work offline and then sync online when there is internet (internet connection is a big challenge where i come from).
