Changes to Occupy Houston's Tranquility Park GA schedule

Hi ya'll,

If this isn't appropriate for this group, please let me know (so I
don't make similar mistakes in the future) and accept my apologies.

New GA times: every morning at 11AM. Weekday nights at 7:30. Weekend
nights at 5:30.
Additionally: Workgroup proposals only occur on Sunday and Wednesday
GAs. Individual proposals can occur at any GA, but must pass two
concurrent GAs (that means that pass in both the morning and the
evening).
We agreed on a trial period for the schedule and proposal restrictions
through the end of January.
