We should also make sure that when the local groups become strong
enough, we're not cramping them. IMO, OYS should ideally grow into a
confederacy of independent neighborhood assemblies that frequently act
in solidarity with and lend support to each other, OH, and the larger
occupy movement without loosing track of their own local needs.

I think it might be better to wait for greater OH to sort out how
we're going to handle our relationship with our workgroups and
"associated groups" (like, say, freedmans house) before proposing the
tri-part structure.

There are two workgroups currently focused on people who can't make it
out to the park. The Off Campus workgroup is more directed, choosing
one campaign that lasts several weeks at a time, and is for people who
are more far flung in the greater houston area. A great group for
this group to talk to about starting local groups. :) The At-Large
group is for folks who can't dedicate any significant time to being at
the park, but are willing to help out with occasional random tasks.
