- Proper Constitution of the Procurement Planning Committee
annually by the Accounting Officer who will be the Chairman.
- Determination and preparation of needs and assessments of
requirement
- Evaluation of needs assessment
- Review of essential elements of the procurement in question
including quality, quantity, specifications etc.
- Initiation of planning actions
- Market and statistical survey/analysis carried out by the procuring
entity
- Review of the economy of scale
- Review of the integration of Procurement expenditure into the yearly
budget
- Review of Procurement estimate in line with the budget and threshold
approval of the procuring entity
- Determination of expenditures above budget limits
- Review and determination of the best procurement methods were used
in accordance with the public Procurement Act.
- Review of specifications used for procurement of goods and services
in terms of quality and quantity
- Examination of technical drawings in relation to tender document
- Examination of the Bill of Quantities in relation to technical
drawings
Examination of Bill of Materials in relation to technical drawings
 Preparation of specifications of contracts and the terms of required
quality and quantity of goods and services where applicable.
 Preparation of technical drawing to support the tender documents
where necessary including but not limited to Engineering and
Architectural designs.
 Preparation of Bill of Quantities if applicable.
 Preparation of internal cost estimate based on technical drawings
and designs etc. rtc and the
Inclusion of all necessary conditions of contracts as required by the
Public Procurement Act 2007 and other relevant laws.
