The appointment of a Director General for BPP in accordance with section 7 of the Public Procurement Act, 2007 as fundamental Principle for Public Procurement in Nigeria.

(1) Subject to any exemption allowed by the Public Procurement Act,
2007 all public procurement
Shall be conducted:
(a) Subject to the prior review thresholds as may from time to time
be set by the bureau and pursuant to section 7 (1) of the Public
Procurement Act which states that "There shall be for the Bureau, a
Director-General who shall be appointed by the President on the
recommendation of the Council after competitive selections".

The Director-General shall be:

(a) The Chief Executive and Accounting Officer of the Bureau and
be
(b) Responsible for the execution of the policy and day to day
administration of the affairs of the Bureau; and
(c) A person who possesses the relevant and adequate professional
qualifications and shall have been so qualified for a period of not
less than 15years.
