Public Procurement planning is the process by which the efforts of
all government personnel responsible for significant aspects of a
Procurement project are coordinated and integrated in a comprehensive
manner to define the goods, works and services to be obtained from
external sources. In order words, a Procurement Plan defines the
products (Goods, Works, and Non-Consultant Services) and services that
you will obtain from External suppliers.
A good Procurement Plan will go one step further by describing the
process you will go through to appoint the suppliers to provide the
products (Goods, Works, and Non-Consultant Services) contractually.
Whether you are embarking on a procurement project or organizational
procurement planning exercise, the steps will be the same. First,
define the items you need to procure. Next, define the process for
acquiring those items. And finally, schedule the timeframes for
delivery. An Effective procurement planning and preparation will
produce more efficient and economical procurements, which will deliver
products (Goods, Works, and Non-Consultant Services) or perform
services in an acceptable and timely manner. This will in turn support
the Government efforts to deliver social benefits and improve the GDP
and other economic factors of our nation.
The formality and detail of the planning and preparation process will
vary with the size, complexity, urgency/mission-criticality, and
projected Naira value of the requirement. Procurement planning
includes the related annual appropriation budget planning in Nigeria
to produce superior economic results.
Public procurements in Nigeria must be planned and budgeted in a
manner consistent with the annual appropriation budget process,
governance mechanisms and management reporting processes.
