FAQ- Who is a Chartered Procurer or a Purchasing and Supply Specialist.

A ‘’Chartered Procurer’’ otherwise called a Purchasing and
Supply Specialist is defined under the laws of Nigeria to mean
a Purchasing and Supply Professional enrolled by the CIPSM , Nigeria
in accordance with sections 5 , 20 , other relevant sections of the
CIPSMN Act 2007 and the 1999 constitution and engaged in Purchasing
and Supply planning , implementation, monitoring , evaluation, and
Auditing and offers services in the area of /or a combination of
areas of purchasing , supply, procurement, stores, logistics,
materials or warehouse management to the Public or to private
organizations or to individual with the clients consent for a fee
or reward . Every Purchasing and Supply Specialist or Chartered
Procurer is required to and must complete an examination conducted
by the Governing Council of CIPSM Nigeria, have at least three years
of satisfactory Purchasing and Supply practice experience, submit
the record of experience and recommendations before a statutory
certification. The title normally used by Chartered Procurers (i.e.
MCIPSN OR FCIPSN) is authorized by the National Assembly of Nigeria
Act No 21 of 2007, by virtue of the powers conferred on the law
makers in sections 4 (2) , (4) (a) and (b) read together with
paragraph 49 part 1 of second schedule of the 1999 Constitution.

Members of other professions or in other occupations who have been
trained and certified by the appropriate professional bodies /
councils ,also established by the National assembly by virtue of the
provisions of sections 4 (2) (4) (a) and (b) read together with
paragraph 49 part 1 of second schedule of the 1999 Constitution or
members of other Associations established under the Corporate
Affairs Commission Act or who have trained in Purchasing and
Supply profession outside Nigeria ,also have the legal right to
convert to become Chartered Procurers or Purchasing and Supply
Professionals /Specialists under the CIPSMN Act 2007, after an going
through the applicable educational and professional examinations
peculiar to their own situation as authorized/conducted by the
Governing Council of CIPSM Nigeria
