I have completed the game many times both with and without cheats. 100% without cheats takes some focus but you can do it. The only time I use cheats now is when I want to have "fun" or when I am modding.
- There's certain cheats that only count to it, and those certain cheats also minus those 1000 Criminal Rating points and also trigger the warning which tells you that you may not want to save, but you do so anyway and then blame the game and Rockstar for being dickish when issues happen, I bet - well the game warned you, you can't say you weren't warned
And there you have it. All cheats affecting this odd hidden stat the game has. At least in San Andreas every single cheat minuses 10 points and show you that you've used stuff (yes, even the "health armor money" one, I have explanation about that elsewhere). Oddly enough, in Liberty City Stories and Vice City Stories, the code to blow up all vehicles does not count to cheats and does not remove Criminal Rating points for some reason.
It is important to note many of these GTA Vice City cheats will disable achievements or trophies. Using them should be more about experimenting with the game instead of cheating through it. Rockstar has confirmed that some of the original cheat codes have been removed from the newest Definitive Edition. They have also added some new ones in like the big head mode, accessed by using the classic Konami code. Like past iterations of the game, some of these cheats can not be deactivated after they've been turned on, so be sure to make a save point prior to inputting any of the cheats in.
Cheats in the PC version of GTA: Vice City work a little differently than the rest, but are still easily accessible.
