пускам Ви писмо от НПО "Очи на животните", което е текстовата част на мейла, малко по-надолу, а в прикачения файл е превода на писмото от английски на български, преведено с помощта на  Людмил. Молбата на "нашите приятели" е да се обърне сериозно внимание на: пренатоварването на животните в транспортните средства, системата за вода да е пълна и работещи поилките, не на последно място да се избягва пътуване в горещото време. Когато издавате Трейсис сертификати и дневници за пътуване, моля обърнете сериозно внимание и се съобразете с по-горе написаното. Недопустимо е да тръгват транспортни средства на дълго пътуване без нормално функционираща система за вода, с празни танкове и неработещи поилки.

Dear authorities from the French and Hungarian Ministry of Agriculture,

On behalf of Eyes on Animals, Animal Welfare Foundation/TSB and Compassion in World Farming, I am writing you about our urgent concern for the welfare of animals currently in transit to Turkey.
Teams from Eyes on Animals and Animal Welfare Foundation were inspecting livestock trucks carrying EU cattle inside the Turkish border the past 10 days and are shocked.

1. Extreme temperatures
The temperature all of last week was between 34 Celcius and 41 Celcius. The permitted EU maximum allowed temperature inside the truck is 30 Celcius with a + 5 Celcius tolerance. Our teams were measuring well above that norm and witnessing animals exhibiting heat stress behaviour and even dying. You as well as the rest of the EU have been made aware numerous times of the long waiting times inside the Turkish border and know there is no shade or sufficient water sources in the border. The minimum waiting time on the Turkish side of the border is 12 hours.  In some cases it is much longer. During this time the cattle are kept on the stationary truck.  We therefore are alarmed at the high volume of EU livestock trucks being let through in this extreme heat and towards these lengthy delays.

We ask Bulgaria to immediately alert the European Commission and all Member States of the extreme heat at the border and that animals should not be sent now, as the authorities at an exit point from the EU are not allowed to permit the journey to continue if the animals are not being transported in compliance with Regulation 1/2005 on the protection of animals during transport (Article 21 of 1/2005).  The high stocking densities and high temperatures on many trucks that we inspected at the border mean that the animals are not being transported in compliance with Regulation 1/2005.



2. High stocking densities and sometimes no feed on board particularly of animal-trucks loaded in France and Hungary

We remain particular concerned with the loading conditions of the fattening bulls, in particular from France and from Hungary, being let through your BIP at Kapitain Andreevo.
We checked on a Dutch, Irish and several Bulgarian licenced livestock trucks all loaded with French and Hungarian bulls on board and all had much too high stocking densities, even for normal weather conditions. The fact that it was so hot made the conditions that much worse for the crowded animals. Chapter VII of Annex I to Regulation 1/2005 makes it clear that authorities must take account of meteorological conditions in determining the maximum permitted density for a particular journey.

Particularly bad were the livestock trucks from the Bulgarian company Pimk because not only were the stocking densities much too high, but also some trucks from PIMK had broken automatic water systems and none had feed with them on board.  One PIMK truck had only one access door functioning, which meant the drivers could not manually water all the animals on board as they could not get any buckets in. The automatic troughs were filthy and the water coming out very hot. No animal would drink from the automatic troughs, manual watering is crucial. Many of the bulls were destined for fattening farms in eastern Turkey, such as Adana, another 1500km from Kapikule. These animals were seen performing tongue twisting, a clear behaviour sign of extreme stress from heat and lack of water and space.

3. In violation of maximum journey times

Many of the trucks, even ones coming from far away such as the Berlin area in Germany had only stopped at one control post in Romania. Many of these trucks will have violated the maximum transport times permitted by Regulation 1/2005 by the time they reach their final destination, especially because most are destined for places far into Turkey, including close to the Syrian border. In its recent judgment in the Zuchtvieh case the EU Court of Justice ruled that the requirements of Regulation 1/2005 apply not just within the EU but also to that part of the journey that takes place once the animals exit the EU. 
Under Regulation 1/2005 after 28 hours travel cattle must be unloaded at a control post and given 24 hours rest, food and water. There are no control posts in Turkey. Therefore  many of these consignments are in breach of the requirements on resting times as the overall travelling time from the place of departure to the final destination in Turkey (including the waiting time at the border) will exceed 56 hours in many cases i.e two 24 hours stops at control post are required.

As we just returned home, detailed reports of each truck will be sent to the European Commission, Member State officials, CVO, FVO, UECBV, export lobby groups and European media shortly. But for now we urgently ask you to take action immediately to remedy the problems we saw last week in order to prevent more suffering.
