Prioritize delivery of specific flows

Hello,

I have a specific scenario where i would like to prioritize the delivery of specific flows.

For example, for emergency flows, the openflow switch needs to deliver those messages first, but for other flows, a best-effort policy can be applied (only if available bandwidth exists that those packets are sent).

So my question is, does openflow13 allow for this kind of behavior, and how?
