ns-3 on RHEL 8 with openflow enabled

I am trying to install ns-3-dev on RHEL 8, and I am facing problem with installing some development libraries, particularly python-devel and boost-devel (required for openflow support). If someone has installed ns-3 on RHEL and included support for openflow, I would appreciate your suggestion on how to install the required libraries. TIA
