"One resource for companies looking to cut costs through zero waste initiatives is the US Zero Waste Business Council (USZWBC). Its certified facilities have have a zero waste policy in place and have achieved a 90 percent or higher overall diversion from landfill and incineration for non-hazardous wastes. USZWBC founding members include Toyota North America, Sierra Nevada Brewing Company and the Walt Disney Company.
Stephanie Barger, USZWBC founder and CEO, says working towards zero waste helps companies become aware of their own wastefulness. “If a company has a large amount of trash, they are either: buying unnecessary packaging from their suppliers,” which means large waste bills and unnecessary employee time spent handling this excess waste, or “missing opportunity for revenue from recycling especially if materials are source separated,” she says.
Achieving zero waste also keeps companies ahead of the game when it comes to regulations. “Zero Waste companies exceed local, state and federal regulations and therefore do not need to continually redo their policies to meet upcoming government regulations,” Barger explains. “Banks and insurance companies also look favorably on companies with strong Zero Waste and sustainability programs.”
Plus, consumers want to purchase from environmentally responsible companies and want to buy products that are easily reusable or recyclable.

The Closed Loop Fund, a recycling initiative whose founding members include Walmart and Coca-Cola, among other major firms, is working to develop recycling infrastructure and services to US consumers. Its goal is to provide 100 percent of US consumers with access to recycling where and when they need it.
“The best way to increase the supply of recycled content in packaging, for example, is to expand infrastructure,” the Closed Loop Fund’s Rob Kaplan says. “People won’t recycle if they don’t have access to convenient recycling programs.
“But, no single company can move this needle alone. That’s why Coca-Cola, Colgate-Palmolive, PepsiCo, Walmart, Keurig Green Mountain, Johnson & Johnson, Goldman Sachs, Unilever, Procter & Gamble, and 3M created the Closed Loop Fund.”
In September the Closed Loop Fund announced its first three recycling investments, totaling $24 million, and plans to invest more than $500 million in US recycling projects over the next five years. The fund invests in the form of zero-interest loans to cities and low interest loans to recycling companies.
“Not only is zero waste attainable, it is necessary,” Kaplan says. “We simple don’t have the resources available to meet the needs of 9 billion people on this planet. Efficiency is a key part of the solution as we can produce more with less, but, ultimately, we need to turn our waste streams into value streams.”
Waste Doesn’t Equal Trash
In a Q&A with Holly Elmore, founder and CEO of Elemental Impact, which works with industry on creating sustainable best practices, tells Waste Dive the biggest road block to attaining zero waste is the mindset that waste is trash: “As long as we view it as trash it will end up in the landfill. We must recognize it as valuable material.”
General Motor is one company treating waste as resources. For example, GM’s CAMI Assembly turns scrap wood into mulch for its wetlands and Grand Rapids Operations recycles grinding wheels as sandpaper. The Grand Rapids site also works with a partner that processes wastewater treatment sludge into a fuel source for the building materials industry.

The Cradle to Cradle design methodology helps organizations make this shift away from seeing waste as trash while also lessening their dependency on virgin materials, says Lewis Perkins, Cradle to Cradle Products Innovation Institute.

And, says Kaplan, companies need to look at the big zero-waste picture and take a system view. “Companies are too often focused on their own footprints or, at best, their own supply chains,” Kaplan says. “We will only solve this system challenge with system solutions.”

I remain concerned at the lack of interest or knowledge about Zero Waste practices by our elected officials or by the NMWDA or by the hired consultants for Frederick County, Geosyntec.

Zero Waste is now a mainstream concept.  Resource Recovery Parks are not simply fancy transfer stations, and I think the solid waste steering committee would do well by having Mark Sanfillipo and his business partner make a presentation at one of the upcoming forums to explain in detail what exactly his planned resource recovery project would offer in truly escalating our recycling, composting, reuse goals in Maryland, not just Frederick County.

As a regular attendee of the solid waste forums, I am interested in hearing what the expert attendees have to offer in more detail.  I and others have brought flyers describing what actual, operating Resource Recovery Parks do, but I would like for it to be better explained by actual business people who are planning to build one locally.

The solid waste forums are lacking in purpose if elected officials do not partipate.  I have attended both forums so far and the attendees have unanimously stated they want Zero Waste practices begun in Frederick County.  But who is listening to them if elected officials are consistently absent?  And why are attendees with real potential solutions--like Mr Sanfillipo-- not asked to educate further?

Please read George Wenshoff's (I apologize for any misspellings in his name) latest article regarding Frederick's process so far in implementing resource recovery programs.  I am sending this email on my phone so perhaps Caroline can give you the link to that article.

It's time for Frederick residents and their elected leaders to work together, and that starts with elected officials showing up!

Recent projects include three USEPA contracts: she led the Zero Waste Resource Guide and Zero Waste Assessment Framework and co-led the Zero Waste Franchise Project. Also secondary co-author and data manager for UN Habitat’s 2010 Solid Waste Management in the World's Cities publication. She serves as Program Director for Zero Waste USA, Editor/Registrar for the Northern California Recycling Association, and Executive Director of LITE Initiatives - the sustainable practices group that operates Zero Waste Sonoma County and Community Bikes. It's positive news to hear a trash incinerator is "off the table" for Frederick County.  And the overwhelming message from the first public hearing was one in favor of the alternatives included on the "What's Next" webpage.

However, Monday's meeting made it clear that Geosyntec is out of its element.  But there is a way to bring them (and all businesses in the region) up to speed on the 21st century solutions - training from those who know the Material Management business. (The term "Solid Waste" is so passé.) 

I have received an offer to give to you from the U.S Zero Waste Business Council - they are willing to provide a training which can be held in Frederick.  (More information on the content of such a training can be found below.)

The information learned from the USZWBC would be invaluable for Geosyntec, its sub-consultants, and Frederick County businesses who want to be part of a Full Materials Recovery Facility.  (Please see information about such a facility on the attached handout which citizens distributed Monday evening.)

Such a training could be offered to the broad regional area including all of the NMWDA's member jurisdictions.  Of course the expectation would be for the NMWDA to fund the cost of such a training (without billing the expense back to its members), particularly so its engineering consultants can meet the expectations of the NMWDA's members, and in this case, Frederick County staff and residents.

It's clear the NMWDA can afford the cost:

I've read the Q & A sheet which attempts to answer questions about Frederick County's solid waste options study through the NMWDA with Geosyntec as the engineering consultant.  Thank you for confirming the underlying agreement with the NMWDA is crucial in understanding Geosyntec's contractual obligations as they apply to this study.

Within this Q & A there is this statement, "The scope of services to be performed under Work Order No. 101-II-Y, fall well within the very broad Scope of Services contained in Section 101 of the Consultant Agreement, “…advice and assistance in the area of solid waste.” Accordingly there is no need for NMWDA to amend its Consultant Agreement with Geosyntec.". 

However, if you are to read further in Section 101 of the Consultant Agreement, it goes on to say, "Accordingly, the Consultant may, without limitation, be requested to provide assistance in the following areas:....Waste-to-Energy and Transfer Station Design, Construction, and Operations Service Category...[and]...Landfill Service Category." [Emphasis added.]  There is no mention of any of the specific solid waste options as listed on the County's "What's Next" webpage.

So although the language quoted in the Q & A may allow Geosyntech to perform a "very broad Scope of Services", it is unclear.  This is especially troublesome since last night revealed Geosyntec has limited knowledge about the alternatives the citizens want considered.    

Therefore, I hope you agree a letter (signed by all parties) clarifying Geosyntec's Scope of Services in its underlying contract with the NMWDA should specifically include ALL "... the alternatives available...such as resource recovery, composting, anaerobic digestion, zero waste initiatives and other options." 

The robust opinion voiced at last night's hearing, "Several attendees explicitly called for the county to end its relationship with the Northeast Maryland Waste Disposal Authority," is reflective of the high level of distrust of the NMWDA which makes this request even more reasonable.

Hello Mr. Skaggs,

There seems to be a misunderstanding that the Work Order for Frederick County's Solid Waste Study is independent from the NMWDA's underlying agreement with Geosyntec.  There are two places in this Work Order which confirm the underlying agreement is in full force and effect for this study:    

1.) Page one of your letter dated 9/3/15:

"I am writing to you [Geosyntec] today to issue Work Order No. 101-II-Y under your Contract #13-6(a) with the Northeast Maryland Waste Disposal Authority. The contract is hereby incorporated by reference."  [Emphasis added.  Contract #13-6 and #13-6(a) are attached here for your convenience.]

2.) Page one of Geosyntec's pricing letter dated 8/28/15:
"The original and supplemental proposed scope of services will be delivered through Geosyntec’s existing on-call contract with the Authority."  [Emphasis added.  Again, please see the existing on-call contract, #13-6 and #13-6(a), as attached.]

This underlying contract provides for Geosyntec "...to provide assistance in the following areasWaste to Energy and Transfer Station Design, Construction and Operation Service Category...." (Section 101), and additionally the contract states, "for any work which is outside the Scope of a Work Order set forth in Section 101", the NMWDA does not have to pay Geosyntech (Section 107). 

Of course Frederick County is expecting more than assistance with Waste to Energy design, construction and operation; it's expecting a study  which includes, "..all the alternatives available to us such as resource recovery, composting, anerobic digestion, zero waste initiatives and other options."

Therefore, an amendment to expand Geosyntec's Scope of Work is necessary.  I'm sure everyone will be relieved when it is clear Geosyntec is tasked with more than just assisting Frederick County with another Waste-to-Energy scheme.

Good Morning Mr.Skaggs,

As publicly stated and advertised Frederick County has agreed to participate in a study through Geosyntech to look "..at all the alternatives available to us such as resource recovery, composting, anerobic digestion, zero waste initiatives and other options."

I see additional consultants will be needed for this study since the underlying contract between Geosyntech and the NMWDA ("Consultant Agreement Between Northeast Maryland Waste Disposal Authority and Geosyntech Consultants" dated July 12, 2012)  Article 1. Scope of Work , (page 2) provides for just two basic categories of projects - to "assist in the following areas....Waste-to-Energy and Transfer Station Design, Construction, and Operations Service Category...[and]...Landfill Service Category."   I do not see an allowance for Zero Waste initiatives allowed within the contractual duties of this consultant.  Perhaps this needs to be remedied in order to provide Frederick County the services it is expecting?

In the proposal Geosyntech submitted to the NMWDA in May 2015 the term Zero Waste was mentioned twice - "review of Maryland's ...Zero Waste requirements", and "determine the most appropriate programmatic elements of a Zero Waste program...."  As I've been encouraging, attending a training would be most beneficial for your work on the Frederick County study.

Also, I would suggest you hire Zero Waste Specialist Sub-Consultants.  (Since of course, Zero Waste is so much more than just recycling and some kind of conversion technology!)  In conducting meetings, putting together reports, creating models and evaluations, it is important for Geosyntech to understand the practice and implementation of Zero Waste.  Please consider this offer of my skills and expertise in the subject matter - the intersection of solid waste issues with energy policy - for consideration on this project.  I can forward my resume upon your request.

Also, I suggest you include Brenda Platt (composting expert and engineer), and Neil Seldman, PhD (economic development expert) of ISLR as specialty sub-consultants.

I've read your 90-page Frederick County Solid Waste Management Options Study proposal, the clarification letter of 7-28-15, and the pricing letter of 8-28-15, and I notice Zero Waste is only mentioned about twice throughout these documents.  Would you please share what (if any) training you all have in Zero Waste?  The industry standard is training in alignment with the Zero Waste International Alliance principals.

Below is a business training available through the ZW Business Council, and I'm wondering if any of you will be (or are willing) to attend, please.

U.S. Zero Waste Business Council (www.uszwbc.org) is offering a course to prepare participants for Zero Waste Business certifications and to institute sustainable business policies that reduce waste and save money at US EPA Headquarters in Boston, MA on Thursday, November 5th, 2015.
 
The course will provide attendees with an overview of the USZWBC Zero Waste Business Scorecard certification system, the definition of Zero Waste, and give corporate examples of Zero Waste policies and programs. The Training will also provide educational resources and tools to help businesses get started (or complete) their efforts to pursue Zero Waste. This course is a requirement for those interested in pursuing the professional Zero Waste Business Associate (ZWBA) Certification; however, enrollment is open to anyone interested in learning more about Zero Waste or the USZWBC Zero Waste Business Certification. An application to the ZWBA program is required to attend the course for those wishing to become certified.
