Subject: How much do the taxpayers subsidize the NMWDA's trash incinerator, please?

Hello All,

The service contract between the NMWDA and Covanta was due to expire in 2016.  I'm wondering if this contract has been extended?  If so, may I have a copy please of such an amendment?  (It can be sent to this email address.)

To understand the cost to Montgomery residents to operate the incinerator I obtained several years of Annual Statements which showed that after tallying the electricity and metal-recycling revenue, the incinerator cost $30-$40,000,000 PER YEAR to operate.  Do you have records how much of this cost was paid by the System Benefit Charge, please?

I read this statement from the bond prospectus for Mont. Co. dated Feb. 2013, "...The County Disposal System Revenues are compiled primarily of (a) charges on property tax bills ("System Benefit Charges")...approximately 71%..."

Also, I know the NMWDA charges an annual membership fee.  Would you please provide a list of the fees Montgomery has paid for the last 10 years to the NMWDA?

Thank you very much!

Hello Mr. Leventhal,

Thank you for responding and passing this info along!  Pretty interesting video, isn't it?  Do you see the similarities between Montgomery County and Cortland, NY, as I do?

June 8, 2012 report by Moody's Investors Service states,"The Aa3 rating reflects a county obligation to make service payments regardless of whether the [Montgomery County] WTE facility is operating; strong economic flow control in a wealthy service area; and user fee-derived revenues delivered via property tax bills ..."

"User fee-derived fees" means the Solid Waste Charge found on each and every property owner's tax bill.

Thank you,

Caroline Eader

Dear Ms. Eader:

Thank you for sharing the video regarding landfill disposal of ash. I am copying Lisa Feldt, director of the county's Department of Environmental Protection, and Dan Locke, chief of that department's Solid Waste Division, on this reply so that they will also have the benefit of your views.

Best regards,
George Leventhal

Available Soon
The Northeast Maryland Waste Disposal Authority will soon be issuing a request for proposals for qualified companies to provide the acceptance and transportation by rail of ash residue generated at the Montgomery County Resource Recovery Facility located in Dickerson, Maryland to a permitted Processing facility for Recycling and/or Beneficial Reuse.  Please contact the Authority at procu...@nmwda.org to receive a copy of this RFP as soon as it becomes available.
