I'm wondering if it was a temporary hiccup since these archives are automatically generated by Github.
I'm sorry to not provide much by way of useful support, but I would recommend either cloning the Git repository by doing a
git clone git://github.com/openmichigan/OERbit.git <your directory name> or attempting another download of the archive.
Please consider joining the Google Group for OERbit at http://groups.google.com/group/oerbit since it will automatically archive your question and any provided answers so others may benefit from them.
