Proposal: Migrate content of the Wiki to Google Code

The wiki for ODM is under sustained and continued attack from
spammers. The attacks are coming from different IP addresses, so it
seems unlikely that we will be able to block the attack in the long
term. The version of MediaWiki that we are using is old.

If we migrated the 40 odd pages on the wiki to the wiki that comes
with google code, at

http://code.google.com/p/oedipus-decision-maker/w/list

we would have better protection from spammers and google would take
care of updates.
