In Ontario you must have the disabled parking permit. It is free,
forms available online. If you don't qualify for the disabled parking
permit you must have a fishing licence or face stiff fines. Best bet
is to find the dates when anyone can fish free in Ontario. There are
one or two days a year.

No, it is the same topic. In order for a disabled person in Ontario
to fish *without a paid fishing licence*, they must have a free
disabled parking permit (aka Accessible Parking Permit.) You do not
need a car or even a driver's licence to get the disabled parking
permit. However if you want to access many of the "disabled
discounts" available through the province, such as reduced rates at
provincial parks and free fishing, you will need to show your
disabled parking permit.

The problem with this is that not all disabilities qualify one for the parking permits. For example, psychiatric disabilities. They should have a better way, such as showing your ODSP stub to the enforcement officer or getting a permit anyway but not paying for it upon showing proof of being on ODSP.

Licenses and permits have their similarities. What's the difference anyhow?
You register with the government or some other authority, (usually) fork
over some money and then you have THEIR permission to do something.

Then this is a totally different issue from ODSP. You are wanting a
fishing licence free because you are poor, not because you are on
ODSP. It would make more sense to show a tax return than to show
proof of ODSP so that all poor people could fish free.
