Yes, as long as the cash surrender value of the policy does not exceed
$100,000 (whereupon it becomes am asset).

Yes, if you can get life insurance in the first place.

Talk is cheap. Use Yahoo! Messenger to make PC-to-Phone calls. Great rates starting at 1¢/min.

You can also have a whole life insurance policy. There is no cash value
until you die!

I have a friend who is on ODSP and she and her husband are receiving a
monetary gift that will pay off half or more of their mortgage. This will
bring their payments down to under $400 per month. I believe that as a
couple they are entitled to $670 for shelter costs - I know that can include
electric, heating costs, and home insurance. Is there anything else they can
claim under the shelter allowance? What about other insurance like life
insurance, car insurance etc? Also, they have a fireplace so can they get
funding for wood under shelter allowance? It provides partial heat, the rest
is with oil furnace.

Also, she says they will lose ODSP, including drug benefits, for one month
on receipt of the money, according to her worker. Is this true? If it's all
put toward the mortgage, do they still lose benefits?

Thanks,

Rosie

first of all ..sorry about the spelling if there are some errors.

'now there has to be a way to get this freakin legislation change so that we
resepiantes of odsp can feel like human beings. i feel that the currant way
is inhumane cause if i were a single person on odsp i think the amount of my
cheque would be just over 915.00 witch is alright . but since i have a
commonlaw wife , a ten year old , and a 1 month baby gurl they send me a
cheque for 622.00.hmmmm....ok i understand that my wife is om E.I. for
maturity leave and so b it, but it seems a lil inhumae to give me so little
when now there are 4 of us to feed ,clothe, and buy diapers for 1 ......so
thats 817.00ei and 622.00 odsp...now seems a lil inhumane and i want it
changed. i need some advice on how to get the right changes made .i hear
that the last admenments to the E.I./ODSP legisation was back in 1995 ...so
lets get a hop on things and get this problem corrected .any advice greattly
appriciated . cheers darren ditommaso (sault ste marie)

Here's what I do.

I am on ODSP. I also work. I work as a school crossing guard-so that means
I work 10 months of the year. What do I do during the other 2 months? I
just claim ODSP. I don't worry about EI, so therefore I also get 2 months
of full ODSP amounts on my cheque (Aug. and Sept for July and August). It
benefits me better this way.

One thing that they could also include in their shelter allowance is their land taxes for the year. This is also allowable in their shelter allowance. And yes, they can include heating costs using wood for their heat source as well.

Strangely enough, that may be something to avoid. Since the Shelter
Allowance is the lesser of the maximum or the actual costs, lowering
one's actual shelter costs below the maximum rewards ODSP, not the
recipient. If their home is a condo, maintenance fees can also be
included. Wood is a heating fuel just as oil and can be included in the
shelter costs, but they may have to make the case that it is the lesser
cost than oil, with the oil necessary to suppliment it, else ODSP might
declare the fireplace to be purely decorative (unnecessary for
economical heating).

Two things they could examine -

1. Acquisition of other "exempt" assets (life/home insurance, prepaid
funerals, furniture, clothes, and household goods etc.)

2. If they have any "input" as to how the gift will be structured,
explore a lump sum sufficient to lower the actual shelter costs to be
close to the maximum (if one were to err, I'd do so on the high side,
so that should there ever be a real increase in the Shelter Allowance
maximum, it is not lost), with the remainder set up as some form of
'external' 'future' repetitive 'gift' (annual or monthly) that does not
exceed the $5000/yr maximum. This definately requires a lawyer
knowledgeable in ODSP matters.

Many of the Directives in the 4.x range apply and should be read, as
well as 5.1.

OK, three things...

3. If their current mortgage extends past the time they will be on
ODSP, they could renegociate the mortgage for a shorter time (and
higher payments). Ideally, you want the mortgage to end at the same
time ODSP stops paying you Shelter Allowance, yet ensuring you get the
maximum until then...

I am pretty sure that they do not consider diapers and formula necessities
unless it can be medically proven your wife
cannot breastfeed, thus the need for formula, and cloth diapers are cheap.
So to them, the cost of a newborn is virtually nil.
915 is not enough for a single, not by far, and neither is your amount...
all rates need boosting. The shelter portion is
oppressive, forcing us into homelessness, undesired co-accommodation and
residing in slums. You are right, we all need
better living dollars. Congrats on the baby by the way.
